Unauthorized account creation via forged administrator request

Cross-site request forgery in SourceCodester Best Employee Management System 1.0 allows remote attackers to create user accounts. The /admin/Operation/User.php endpoint accepts an attacker-supplied multipart POST in an administrator's session without anti-CSRF validation. An authenticated administrator must visit attacker-controlled content; the resulting account creation grants unauthorized application access.
