Unauthenticated API access via fixed special session identifiers

Improper authentication in Dell Storage Manager before 2020 R1.21 allows remote attackers to access Data Collector APIs without credentials. ApiProxy.war accepts a constant SessionKey of 1 paired with a built-in special UserId, treating the request as an authenticated API session. Network reachability to the Data Collector SOAP endpoint on port 3033 is sufficient to enumerate users and change an existing user's password.
