Unauthorized calls via exported Android component

Missing authorization in SKTelecom com.skt.prod.dialer 12.5.0 and earlier allows local users to place calls via a crafted Intent. The exported OutgoingCallInternalBroadcaster component accepts an external Intent and initiates an outgoing call without checking caller authorization. Any installed application, even with no permissions, can trigger the behavior without user interaction, causing unauthorized calls from the device.
