Tenant enumeration via unchecked system portlet addition

Authorization bypass in Liferay Portal 7.4.0 through 7.4.3.132 and Liferay DXP allows remote authenticated users to list tenants. UpdateLayoutStrutsAction accepted a requested portlet without ADD_TO_PAGE, visibility, or system-portlet checks, allowing virtual-instance administrators to place system administration portlets on pages. High-privileged administration of one virtual instance and interaction to add the portlet are required; the resulting disclosure is limited to a list of other tenants.
