Configuration password disclosure via disabled permission checks

Missing authorization in Headwind MDM before 5.33.1 allows remote authenticated users with the Observer role to read configuration passwords. ConfigurationResource.java had its SecurityContext permission checks commented out on configuration search and retrieval endpoints, returning full configuration records. An Observer account is required; exposure is limited to configuration details, including the device-profile password used to exit managed mode.
