Arbitrary file read via unvalidated download path

Improper access control in NetScaler Console and SDX 13.1 and 14.1 allows remote authenticated users to read arbitrary files. The /nitro/v1/download endpoint accepts a caller-controlled file header and returns that path's contents without validating the path. Authenticated administrative access to the management interface is required, and exposed files can contain system credentials or other sensitive data.
