Out-of-directory file modification via unfiltered link fallback

Path traversal in CPython's tarfile module allows remote attackers to modify files outside the extraction directory via crafted archives. When resolving a hard or symbolic link by copying another archive member, TarFile.extract() and extractall() failed to reapply the data or tar filter. Exploitation requires extraction of an untrusted archive with either filter; the bypass permits out-of-directory link targets and metadata changes.
