Process crash via unchecked NCCL operation code

Denial of service in PyTorch 2.6.0+cu124 allows local users to crash a calling process through torch.cuda.nccl.reduce. The Python wrapper forwards an unchecked integer operation code to the native NCCL reduction routine, where an unsupported value aborts the process instead of raising an exception. Exploitation requires local code execution, CUDA with NCCL support, and invocation of the API; the demonstrated consequence is termination of that process.
