Unauthenticated reboot via RebootSystem request

Missing authentication in cstecgi.cgi in TOTOLINK A720R 4.1.5cu.374 allows remote attackers to reboot the router via a crafted request. The CGI handler accepts a POST body setting topicurl to RebootSystem and invokes the reboot operation without requiring authentication. Network reachability to the management interface is sufficient, and successful exploitation interrupts routing while the device restarts.
