Access-control expiry bypass via unvalidated competency data

Client-side validation in Gallagher Command Centre Server allows privileged operators to bypass competency-expiry checks with invalid data. The competency-data entry path accepts values that the client should reject and applies them without independently enforcing expiry rules. Only privileged operators can reach the path, and the impact is limited to sites using competency expiries for access-control decisions.
