Reflected file download via unencoded filename quotes

Improper header encoding in Spring Framework allows remote authenticated users to launch reflected file downloads through crafted filenames. ContentDisposition.Builder#filename(String, Charset) treats a user-supplied double quote as printable while constructing the encoded Content-Disposition filename instead of encoding it, allowing altered header parsing. Exploitation requires an application to pass unsanitized input with a non-ASCII charset, inject malicious response content, and induce a user to open the download.
