Privilege escalation via numeric externalId collision

Incorrect privilege assignment in Grafana Enterprise 12.0.0 through 12.2.0 allows remote authenticated users to impersonate users. SCIM provisioning accepts a numeric externalId as an internal user ID, allowing a new identity to collide with and override an existing account. Exploitation requires both enableSCIM and auth.scim user_sync_enabled to be true and grants the targeted account's privileges.
