Service degradation via infinite optout redirects

Infinite redirects in the /optout endpoint in LimeSurvey 6.13.0 allow remote attackers to degrade service via direct requests. The endpoint redirects a direct request without a terminating condition, causing the client to repeat the request indefinitely. No authentication or user interaction is required, and repeated requests can exhaust server or client resources, degrading service or destabilizing a browser.
