Arbitrary file access via unchecked file transfer

Improper authorization in Siemens SINEC Security Monitor before 4.10.0 allows local users to read or write arbitrary server or sensor files. The ssmctl-client file_transfer feature performs file operations without enforcing the caller's authorization for the target path. A low-privileged authenticated account with local command access is required, and exploitation exposes or modifies any file reachable on the server or sensor.
