Out-of-bounds reads in Siemens UMC before 2.15.1.3 and affected SIMATIC PCS neo releases allow remote attackers to crash um.Ris.exe. The um.Ris.exe handler for UMC protocol message 4 uses an attacker-supplied large integer to read beyond a valid memory boundary. No authentication or user interaction is required; a crafted network message to an exposed UMC TCP service terminates the process and interrupts centralized user management.
