Unauthenticated database access via exposed password hashes

Missing authentication in Siemens TeleControl Server Basic 3.1.2.2 allows remote attackers to obtain user password hashes from its database service. The service on default TCP port 8000 exposes the hashes without authentication, and its Authenticate operation accepts a hash itself as the credential. No account or user interaction is required; a retrieved hash permits authenticated database operations, including adding an administrative product user.
