Low-privilege backupmanager access via incorrect permissions

Incorrect permissions in Siemens SCALANCE LPE9403 before V4.0 HF0 allow local users to interact with the backupmanager service. The device grants nonprivileged accounts access to operations exposed by the backupmanager service instead of restricting that critical resource. Low-privilege local access is required, and Siemens has not disclosed which operations become available or their concrete data and service effects.
