Partial denial of service via BACnet createObject request

Expected behavior violation in Siemens APOGEE PXC+TALON TC Series (BACnet), all versions, allows attackers to interrupt service. A crafted BACnet createObject request makes the controller emit unsolicited BACnet broadcast messages instead of handling the request normally. The attacker must reside on the same BACnet network; the resulting traffic partially disrupts the device and can reduce network availability until a power cycle restores normal operation.
