Local kernel crash via missing PTP callback

NULL pointer dereference in the GVE PTP driver in Linux 6.17 through 6.17.7 allows local users to crash the kernel through a set-time request. The ptp_clock_settime() path calls the driver's absent settime64 callback, dereferencing a NULL function pointer instead of returning an unsupported-operation error. A local user must reach the GVE precision-time clock interface; successful triggering interrupts the host by crashing the kernel.
