Kernel compromise via unlocked TIPC monitor iteration

Use-after-free in TIPC in Linux and RUGGEDCOM RST2428P before V4.0 allows local users to gain kernel control or crash the system. The asynchronous tipc_net_finalize_work path calls tipc_mon_reinit_self without holding RTNL, so it iterates a monitor array while another operation frees it. Local low-privileged access and a TIPC bearer reconfiguration race are required; successful triggering dereferences freed slab memory and can panic the kernel.
