Local service interruption via leaked iovec allocations

Resource exhaustion in Linux kernel 6.14 through 6.17.8 allows local users to interrupt service through aborted io_uring requests. The io_readv_writev_cleanup function recycles request data without first freeing rw->vec when internal caches have overflowed, leaving its allocated iovec unreleased. The request must fail early after those caches overflow; repeated leaks consume kernel memory and can interrupt host availability.
