System crash via null transmit parameters

NULL pointer dereference in the be2net driver in affected Linux kernels and RUGGEDCOM RST2428P before V4.0 allows local users to crash the system. The be_send_pkt_to_bmc() path passes a NULL wrb_params pointer to be_insert_vlan_in_pkt(), which dereferences it while applying a packet workaround. Reachability requires the OS2BMC transmit path and a packet matching the IPv6 transmit-stall workaround; the bounded result is a system crash.
