Local service crash via premature IRQ-map cleanup

Denial of service in Linux kernel starting in 6.4 and RUGGEDCOM RST2428P before V4.0 allows local users to trigger a kernel panic. The mlx5_irq_alloc() failure path frees the entire CPU reverse map instead of only the newly added IRQ mapping, leaving concurrent users with stale mappings. Exploitation requires local access to an mlx5-equipped system, exhausted IRQ vectors, and both fwctl and RDS enabled; the bounded result is service interruption.
