Kernel crash via missing SCMI debug descriptor

NULL pointer dereference in Linux 6.6.92 and 6.12 allows attackers to crash the kernel through unspecified vectors. SCMI metrics helpers dereference info->dbg to update counters even when failed debug initialization left that descriptor NULL. Reachability requires an ARM SCMI instance, enabled debug counters, failed debug initialization, and later traffic through an affected counter path.
