Service interruption via speculative BPF SCC assertion

Denial of service in the BPF verifier in Linux 6.17 through 6.17.2 allows local users to interrupt service via a crafted BPF program. The maybe_exit_scc() path wrongly assumes every speculative state inside a strongly connected component has an allocated bpf_scc_visit and invokes verifier_bug() when it does not. Low-privileged local access is required, and the published impact is limited to system availability rather than data disclosure or modification.
