Boot hang via serial runtime power management

Denial of service in Linux 6.17 through 6.17.1 causes Qualcomm RB1 systems to hang serial initialization during normal boot. The qcom-geni serial driver enables runtime power management during probe, causing nested rpm_resume waits that leave a worker blocked in uninterruptible sleep. The regression requires QRB2210/RB1 hardware and the boot-time probe path; Canonical states that attackers cannot invoke or influence that event.
