Hardware-scan denial via omitted S1G capability length

Denial of service in Linux mac80211 allows local users to stop S1G hardware scans by initiating an affected scan request. The scan_ies_len calculation omits the S1G capability element, so ieee80211_prep_hw_scan rejects the undersized buffer and __ieee80211_start_scan emits a warning. Reachability requires an S1G-capable wireless interface and a hardware scan; the failed validation prevents scanning rather than shutting down the system.
