Service hang via unreleased J1939 device reference

Denial of service in Linux 5.4 through 6.16.7 and 6.17-rc1 through 6.17-rc5 allows local users to hang network-device removal. A bound J1939 socket retains an extra j1939_priv reference because NETDEV_UNREGISTER does not undo j1939_sk_bind state before socket destruction. Local low-privilege access and a J1939-bound network device are required; unregister_netdevice then waits indefinitely for its usage count to fall.
