Local system crash via timestamp tracker race

Race condition in the Linux kernel ice driver allows local users to crash the system during an E810 Tx timestamp interrupt. ice_ptp_ts_irq reads the ice_ptp_tx in_use bitmap without first confirming that the tracker remains initialized, enabling a NULL dereference or use-after-free. Reachability requires E810 low-latency Tx timestamp handling to race with driver reset teardown.
