Privileged kernel crash via uninitialized timestamp tracker

NULL pointer dereference in the Linux kernel ICE driver allows local users to crash the kernel by resetting an Intel E810 network device. The ice_ll_ts_intr function reads the ice_ptp_tx in_use bitmap before confirming that the timestamp tracker is initialized, permitting a NULL dereference or access after teardown. Triggering the faulty interrupt path requires CAP_NET_ADMIN in the initial user namespace, a physical Intel E810 PCI NIC, and a device reset; the bounded consequence is a kernel crash.
