Local service interruption via unlocked phylink resume

A locking error in the Linux fbnic driver from 6.11 allows local users to interrupt service during power-management resume. The fbnic_up path calls phylink_resume from the service task without holding the RTNL lock, causing the assertion in phylink_resume. Reachability requires local access capable of initiating system resume or a PCI function reset on a system using the fbnic driver; the reported consequence is limited to availability.
