Kernel memory corruption via non-atomic ROSE refcount

Use-after-free in the Linux kernel's ROSE networking code allows local users to corrupt kernel memory through an ioctl race. The rose_neigh use field serves as a reference counter without atomic operations, allowing rose_rt_ioctl to remove an object while its timer or another path still references it. Local access to ROSE routing ioctls is required, and successful exploitation can crash the kernel or corrupt protected memory.
