Local kernel hang via nested netdevice registration

Improper locking in Linux kernel 6.15 through 6.15.10 and 6.16 through 6.16.1 allows local users to hang the kernel via interface changes. The lapbether netdevice notifier calls register_netdevice while handling an ops-locked device, creating a nested notifier path that reaches xsk_notify and triggers a lock dependency. Reachability requires local permission to change network-interface flags; published evidence establishes service interruption, not data access or code execution.
