Kernel dump via stale PCA9450 restart handler

Improper resource cleanup in the PCA9450 regulator driver in Linux 6.16 allows local users to trigger a kernel dump through module reload. pca9450_i2c_probe registers a restart handler without device-managed cleanup, so removing and probing the module again registers the same callback twice. Reaching the fault requires local access to exercise the PCA9450 module lifecycle; the reported consequence is a notifier warning and kernel dump, not data access or modification.
