Kernel availability loss via atomic-context sleep

Improper locking in the Linux kernel ath11k driver allows local users to trigger an availability failure during bitrate-mask handling. The ath11k_mac_disable_peer_fixed_rate() callback can sleep while ieee80211_iterate_stations_atomic() invokes it in atomic context. Reachability requires local access and an active ath11k device; the reported consequence is a kernel warning and availability loss, not data access or code execution.
