Local kernel crash via unchecked HUBBUB pointer

NULL pointer dereference in the AMDGPU debugfs interface in Linux kernel 4.15 and later allows local users to crash the kernel. The amdgpu_dm_capabilities read path dereferences the HUBBUB pointer even though DCE hardware leaves that structure uninitialized. DCE hardware and access to the normally root-only debugfs tree are required; the documented consequence is availability loss only.
