Notify service interruption via writable system file

Incorrect default permissions in Hitachi Energy MicroSCADA X SYS600 10.0 through 10.6 allow local users to interrupt Notify service. Incorrect permissions leave a Notify-related system file writable to a low-privileged local process, which can alter it. Local low-privileged access is required, and successful tampering denies the Notify service rather than the entire SCADA system.
