Kernel crash via unchecked CAN restart callback

NULL pointer dereference in Linux kernel CAN netlink code allows local users to crash the kernel by restarting a bus-off CAN device. The can_changelink and can_restart paths invoke can_priv::do_set_mode without first verifying that the CAN driver implements the callback. Reachability requires local restart control, a bus-off CAN device, and a driver lacking that callback; delayed automatic restart is disabled by default.
