Local service interruption via SKBPRIO queue assertion

A queue assertion flaw in affected Linux kernel versions allows local users to interrupt service through crafted traffic-control settings. A token-starved TBF peek leaves the parent and child queue-length counters inconsistent, so a later high-priority packet triggers SKBPRIO's overly strict assertion.
