System hang via generic PHY LED deadlock

Deadlock in the PHY subsystem in Linux allows local users to hang networking by detaching a driverless PHY with an LED node. phy_detach synchronously unregisters LEDs for the generic PHY while holding rtnl_lock, and notifier deactivation attempts to acquire the same lock again. The deterministic removal path requires local low-privileged access and a PHY whose firmware node declares LEDs for an unavailable non-generic driver; the registration-side hang additionally requires a race.
