Remote service interruption via interrupt-state misuse

Incorrect interrupt-state handling in Linux allows remote attackers to interrupt service through an incoming RxRPC call. The rxrpc_new_incoming_call path invokes rxrpc_assess_MTU_size while interrupts are disabled, and its IP-layer route lookup calls local_bh_enable under that incompatible state. Reachability requires an incoming RxRPC call and a configuration that emits the interrupt-state warning; published assessments report availability impact only.
