Local system crash via missing ATM send method

NULL pointer dereference in the Linux kernel ATM CLIP subsystem allows local users to crash the system through an ATM socket. In vcc_sendmsg(), the kernel calls the selected device operation's send method even when atmarpd_dev_ops does not implement it. A low-privileged local user able to send through the affected ATM CLIP socket can dereference the null function pointer, producing a kernel oops and service interruption.
