Out-of-bounds EEPROM and OTP access via unchecked lengths

Out-of-bounds access in Linux before fixed releases allows local users to read or write beyond PCI1xxxx EEPROM or OTP limits. The lan743x_hs_otp_read, lan743x_hs_otp_write, lan743x_hs_eeprom_read, and lan743x_hs_eeprom_write helpers accepted offset-plus-length values beyond the 8 KiB or 64 KiB device bounds, while lan743x_ethtool_get_eeprom_len returned legacy limits. Access requires CAP_NET_ADMIN in the initial user namespace, equivalent to root-level administrative privileges, and affected PCI1xxxx hardware.
