Kernel crash via incorrect WCN7850 reset register

Denial of service in Linux 6.3 through 6.12.33, 6.13 through 6.15.2, and 6.16-rc1 allows local users to crash WCN7850 PCIe systems. The ath12k PCIe reset path uses the QCN9274 GCC_GCC_PCIE_HOT_RST address for WCN7850 even though the register location differs, so a hot reset touches the wrong register and crashes the kernel. Reachability requires local access to a Linux host with WCN7850 PCIe hardware using ath12k; IPQ5332 is not affected because it is not PCIe based.
