System hang via incorrect DSC power-domain gating

Denial of service in Linux's AMD display driver allows local users to hang the system by reaching an unsupported DSC/HUBP power state. The dcn35_calc_blocks_to_gate() and dcn35_calc_blocks_to_ungate() paths fail to keep every HUBP/DPP instance powered when the DSC and HUBP instance numbers differ. The reachable case requires local access, a sequential ONO ASIC, and a nonzero DSC instance; the documented consequence is a system hang.
