Uninitialized-memory read via undersized nexthop address

Improper nexthop validation in the Linux kernel allows local users to trigger an uninitialized-memory read through a malformed address. The seg6_local_policy in net/ipv6/seg6_local.c accepts a nexthop attribute shorter than its declared IPv4 or IPv6 length, so later processing reads bytes that user space did not initialize. Reachability requires local low-privileged access to submit Segment Routing IPv6 configuration; upstream does not state whether the read exposes data or causes a hang or crash.
