Kernel hang or crash via unlocked mount traversal

Race condition in Linux 6.11 through 6.15.2 allows local users to crash or hang the kernel through concurrent mount operations. The may_decode_fh() path calls has_locked_children() without mount_lock while another thread can mutate the mount list, permitting stale mount traversal, an oops, or an in-kernel infinite loop. An unprivileged local user can reach the race through a private user and mount namespace, while a process running as root inside an ordinary container also satisfies the required namespace capability.
