Local denial of service via duplicate freeze protection

Improper locking in the Linux kernel block layer allows local users to hang block I/O by freezing a queue with pending zoned writes. The blk_zone_wplug_bio_work function resubmits prepared bios through submit_bio_noacct_nocheck, duplicating freeze protection already applied in submit_bio. The issue requires pending bios in a zone write plug when the queue is frozen, and the resulting deadlock interrupts block-device service.
