System hang via unsupported EEE register access

Denial of service in Linux 4.15 through 6.12.45 and 6.13 through 6.15.2 allows local users to hang BCM63xx systems. The B53 DSA driver's b53_eee_init path initializes PHY EEE without first excluding BCM63xx switches, causing access to nonexistent MAC EEE registers. Reachability requires a BCM63xx internal switch with an EEE-capable external PHY on an RGMII port; successful exploitation hangs the system.
