Service interruption via ATM device deregistration race

Race condition in the Linux kernel allows local users to interrupt service through concurrent ATM device registration and removal. atm_dev_deregister releases atm_dev_mutex after deleting a device from the lookup list but before removing its procfs and sysfs entries. Exploitation requires local low-privilege access and repeated ATM ioctl operations; the demonstrated result is a duplicate procfs registration warning and service disruption.
